Megan Birnholz-Couture

Megan is an Associate at Kilinski | Van Wyk, where she focuses her practice on special district law and represents developers, landowners, and homebuilders in the creation and ongoing governance of Community Development Districts and other special purpose districts throughout Florida. She works closely with clients and district boards to support the legal and operational framework necessary to develop and sustain thriving communities.

Prior to joining KVW, Megan served as an Assistant City Attorney for the City of Tampa, where she advised multiple departments on procurement contracts, ethics matters, public records compliance, and regulatory issues. She also served as legal counsel to the Ethics Commission and Public Art Committee, gaining valuable experience in municipal governance and public sector operations that now informs her work with special districts.

Megan earned her Juris Doctor from the University of Florida Levin College of Law, where she received a certificate in Real Estate and served as Senior Research Editor for the University of Florida Journal of Law and Public Policy.

She earned her bachelor’s degree in political science, with a minor in business administration, from the University of Florida. Megan is admitted to practice law in Florida and before the U.S. District Court for the Middle District of Florida.

Outside the office, Megan enjoys exploring Florida’s public parks and making pottery.
